Research to be undertaken by or under the direction of the Veterans Affairs Health Care System requires review and approval by both the IRB-03 and the VAMC Research and Development Committee.

The IRB documents its review on a VA form 10-1223 and sends it to the VAHCS.  The deliberations of the VAHCS Research and Development Committee are shared with the IRB in the form of an approval memo.  If there are specific subject protection issues raised by the R&D committee, they will need to be addressed prior to IRB approval.
